The user who created a team, whose plan plus any administrator overrides sets the effective limits and entitlements for all work done in that team, whichever teammate does it - including the pooled monthly item allowance and member limits counted across every team that person created.
Overview
Every team has a billing owner: the user who created it. Plans are user-centric, so it is the billing owner’s plan, combined with any administrator-granted overrides, that sets the effective limits and entitlements for everything done in the team, whichever teammate does the work. The monthly item allowance is pooled: items submitted by any member of any team the billing owner created count against that one account’s limit, and member limits are likewise counted across every team that person created. Team-owned items follow the billing owner’s plan for item retention, and plan-gated features such as team-retained item ownership are checked against the billing owner’s plan.
